World Humanitarian Summit Global Forum focuses on civil-military coordination

PEARL HARBOR, Hawaii – Staff from the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) joined delegates from more than 25 countries at the World Humanitarian Summit Global Forum on Humanitarian Civil-Military Coordination at the Republic of Singapore Navy's Changi Naval Base April 13-15.
Co-hosted by Singapore’s Defense Ministry and the United Nations Office for the Coordination of Humanitarian Affairs, the Global Forum brought together a large and diverse group of stakeholders to collaborate on developing recommendations that improve the effectiveness and efficiency of civil-military coordination in disaster relief responses.
“The recommendations from this Global Forum represent an important contribution to the World Humanitarian Summit [in May 2016],” said Ambassador Toni Frisch, chair of the Global Consultative Group on Civil-Military Coordination.
In his closing remarks, Frisch summarized nine recommendations that resulted from the three-day summit, including establishing regional consultative groups on humanitarian civil-military coordination and operationalizing the concepts and principles of the Oslo Guidelines and Use of Military and Civil Defense Assets (MCDA) Guidelines.
“The discussion on natural disaster was phenomenal – the thoughts, the knowledge of the people that were there – and the talk between the humanitarians and military representatives resulted in some very good ideas for the World Humanitarian Summit,” said Mike Sashin, Plans and Analysis Branch chief for CFE-DM.
The first World Humanitarian Summit is an initiative of U.N. Secretary-General Ban Ki-moon and is scheduled for May 2016 in Istanbul.
