CFE attends Exercise 9 Innings

QUANTICO, Va. – Michael Sashin, a disaster management and humanitarian assistance advisor for the Center for Excellence in Disaster Management and Humanitarian Assistance, participated in a nongovernmental organization and humanitarian community panel during Exercise 9 Innings in Quantico, Va. Apr. 17.

Exercise 9 Innings is the Command and Staff College of the Marine Corps University's capstone planning exercise aimed at enhancing student planning skills by incorporating interagency capabilities that seek a whole-of-government approach to mitigate conflict.

During a question and answer period, the panel addressed challenges of transitioning from military to humanitarian-led disaster recovery, security, command and control, the cluster system and coordination within the civil-military systems.

Additional discussion topics focused on defining the roles and responsibilities of the military versus the humanitarian community, building relationships, dissolving negative perceptions, and increasing cooperation, communication and coordination to ensure an efficient recovery in disaster stricken nations.

Other organizations that participated in the panel were the Marine Corps University, the International Committee of the Red Cross, International Medical Corps, Medecins Sans Frontieres, CARE, Project Hope and the United Nations Office for the Coordination of Humanitarian Assistance.
