CFE supports CBRNE workshop Tempest Express-24 in Sri Lanka

COLOMBO, Sri Lanka, April 8, 2014— Lloyd Puckett, the chemical, biological, radiological, nuclear, high explosives (CBRNE) analyst for the Center for Excellence in Disaster Management and Humanitarian Assistance, is supporting Tempest Express-24 Staff Planning Workshop in Colombo, Sri Lanka April 1-9.

The multinational exercise is being co-hosted by the Sri Lankan Office of the Chief of Defence Staff on behalf of the Ministry of Defence and Urban Development and the United States Pacific Command on behalf of the U.S. Department of Defense.

Representatives from 17 nations are contributing to the CBRNE portions of the Sri Lankan response plan, and increasing the government of Sri Lanka’s ability to respond to CBRNE and toxic industrial material disasters.

"This has been the first opportunity for Sri Lanka to do expanded CBRNE planning," said a Sri Lankan Air Force official. "This workshop helped consolidate roles between military and civilian agencies in a CBRNE event."

Puckett is serving as the subject matter expert to the development of a CBRNE annex to the Sri Lankan National Disaster Management Plan and provided a CBRNE familiarization presentation on the first day of the workshop.

The Tempest Express-24 workshop focuses on strategic, tactical and operational planning for CBRNE and toxic industrial material consequence management in support of both the Sri Lankan government and U.S. Pacific Command security objectives. The workshop is a scenario-based event utilizing relevant sections of the multi-national force standard operating procedures and applicable CBRNE documents.
