Convening military, civilian, and regional leaders to collaborate on addressing non-traditional security threats in the Indo-Pacific.
In partnership with the Australian Defence Force (ADF) and New Zealand Defence Force (NZDF), CFE-DM’s first execution of the Indo-Pacific Environmental Security Forum (IPESF) was a resounding success. Looking forward, we are excited to announce a strategic evolution: IPESF will merge with CFE-DM’s annual partner event and will be called FOCUS IN from now on. This new name reflects a reinforced commitment to developing actionable strategies for enhanced civil-military cooperation, leveraging partnerships, enhancing resilience, and regional security. The FOCUS IN 2026 will be held in Bangkok, Thailand, 27-30 July 2026.
The Indo-Pacific Environmental Security Partnership Terms of Reference is executed by the undersigned parties as an expression of their mutual intent to collaborate in good faith. The parties acknowledge their understanding that this agreement is not legally binding and serves solely as a framework for future discussions.

The Indo-Pacific Environmental Security Partnership is an international network in the Indo-Pacific region with a shared interest in addressing environmental security issues through cooperation and capability development.
The Partnership includes working groups, which help shape the mission, maintain structure and sustainability, and provide clear lines to accomplish organizational objectives.
The focus of the Partnership is on developing actionable engagement between regional military organizations and organizations from national governments and civil society. Partnerships between military and civil organizations are crucial for addressing environmental security challenges. Militaries have significant strategic capabilities that can be used to resolve or mitigate security threats, including logistics, trained and experienced personnel, intelligence-gathering, planning expertise and capability-building support. Cooperation and collaboration with civil society and government organizations enables these capabilities to be used for shared benefits and to have the greatest impact.
The IPESP is a network of military and civil organizations across the Indo-Pacific region, working together to enhance environmental security and address the region’s destabilising issues that are the result of environmental crises.
