FOCUS IN 26

Around the globe, national and regional security is affected by a range of environmental issues. However, many of these problems can be addressed through shared knowledge and a combined effort.

Convening military, civilian, and regional leaders to collaborate on addressing non-traditional security threats in the Indo-Pacific.

In partnership with the Australian Defence Force (ADF) and New Zealand Defence Force (NZDF), CFE-DM’s first execution of the Indo-Pacific Environmental Security Forum (IPESF) was a resounding success. Looking forward, we are excited to announce a strategic evolution: IPESF will merge with CFE-DM’s annual partner event and will be called FOCUS IN from now on. This new name reflects a reinforced commitment to developing actionable strategies for enhanced civil-military cooperation, leveraging partnerships, enhancing resilience, and regional security. The FOCUS IN 2026 will be held in Bangkok, Thailand, 27-30 July 2026.

Indo-Pacfic Environmental Security Partnership Terms of Reference

The Indo-Pacific Environmental Security Partnership Terms of Reference is executed by the undersigned parties as an expression of their mutual intent to collaborate in good faith. The parties acknowledge their understanding that this agreement is not legally binding and serves solely as a framework for future discussions.

Who We Are

The Indo-Pacific Environmental Security Partnership is an international network in the Indo-Pacific region with a shared interest in addressing environmental security issues through cooperation and capability development.

IPESP Partners

The Partnership includes working groups, which help shape the mission, maintain structure and sustainability, and provide clear lines to accomplish organizational objectives.

What does the partnership do?

The focus of the Partnership is on developing actionable engagement between regional military organizations and organizations from national governments and civil society. Partnerships between military and civil organizations are crucial for addressing environmental security challenges. Militaries have significant strategic capabilities that can be used to resolve or mitigate security threats, including logistics, trained and experienced personnel, intelligence-gathering, planning expertise and capability-building support. Cooperation and collaboration with civil society and government organizations enables these capabilities to be used for shared benefits and to have the greatest impact.

The Objectives of the Partnership are:

  • Enhance understanding among Indo-Pacific military and civilian organizations regarding the direct and indirect security risks posed by environmental hazards (e.g., resource scarcity, natural disasters, ecosystem degradation) and their potential to exacerbate existing tensions and conflicts.
  • Establish and maintain a robust network of Indo-Pacific military and civilian organizations, fostering partnerships through regular communication, information sharing on best practices, lessons learned, and solutions to emerging environmental security threats.
  • Facilitate collaborative development and implementation of practical solutions and approaches by member organizations to reduce the security impacts of environmental hazards. This includes promoting partner capabilities, project development, joint training exercises, coordinated resource management plans, and integrated response protocols.
  • Proactively identify and cultivate opportunities for joint civil-military projects and initiatives focused on environmental security challenges (e.g., enhancing resilience to natural disasters and environmental hazards, managing or brokering resources and solutions to prevent conflict, and supporting community recovery efforts following environmental crises).
  • Establish strategic partnerships and coordinate activities with relevant multilateral organizations and initiatives in the Indo-Pacific region to leverage resources, avoid duplication of effort, and maximize the impact of IPESP's environmental security programs.

Vision of the IPESP:

The IPESP is a network of military and civil organizations across the Indo-Pacific region, working together to enhance environmental security and address the region’s destabilising issues that are the result of environmental crises.
